Delegates at this conference will have an opportunity to discuss the wide-ranging reform of social services in Wales.
Sessions will assess the likely impact of proposed reforms to the regulation of both the social services workforce and care providers - covering all children's and adult social services in Wales - set out in the recently passed Regulation and Inspection of Social Care (Wales) Bill, which will receive Royal Assent in January next year.
They will also assess progress in delivering the Social Services and Well-being (Wales) Act, which is due to be fully implemented in April 2016. The timing of the seminar also coincides with the Welsh Government consultation on subordinate legislation relating to payments, provision for looked after children, responding to complaints and effectively dealing with provider failure.
Sessions will examine proposals outlined in the legislation to improve the professionalisation of the workforce and to introduce grading for service providers, as well as challenges for providers and regulators in implementing a new system of oversight and accountability designed to prevent poor standards of care but also improve provision in response to service-user experiences.
We expect attendees to include Welsh Government officials and regulators in Wales alongside local authorities, Local Health Boards, carers' and patients' groups, care homes, domiciliary and voluntary service providers, charities, commentators, academics and lawyers.
