Following the passing of the Planning (Wales) Bill in the National Assembly, this seminar was a timely opportunity to discuss the implementation of the Bill’s wide-ranging reform of the planning system in Wales.
Delegates considered the likely impact of the Bill, looking at issues around improving pre-application consultation with communities, changes designed to streamline the applications and appeals processes, Ministerial responsibility for developments of 'national significance' and the introduction of Strategic Development Plans for issues that cross local authority boundaries such as housing supply and regeneration.
Sessions also examined the practical implementation challenges presented by the reformed planning system with regard to supporting the development of transport and energy infrastructure and housing developments in Wales, as well as the future for design within the planning process - including steps to ensure sustainable design, protection of heritage and ensuring good accessibility - in light of changes to requirements on design included in the Bill.
The conference brought together Welsh Government officials and regulators in Wales as well as local authorities; developers; architects; surveyors; transport and utilities companies; the wider business community; environmental and heritage organisations; community groups; and other interested parties.
