This conference brought together key policymakers and stakeholders to discuss the development and implementation of the ALN Code - focusing on governance, funding and regulation.
It took place in the context of the Welsh Government’s public consultation into the ALN Code which will set out procedure and best practice for disagreement resolution, increased collaboration and remits of responsibility.
The seminar also occurred as the Welsh Government released the first in a series of guides to implementing the new ALN system, with the first publication focusing on timeframes of implementation and the introduction of Individual Development Plans. Discussion also took place as debate began on the general principles of an independent member’s Bill on autism, which will expand on the Welsh Government’s autism strategy.
Delegates discussed the implications of key measures from the Welsh Government’s Additional Learning Needs and Education Tribunal (Wales) Act that sets out the legislative framework for ALN service delivery in Wales, including the ALN Transformation Programme which creates a unified system of ALN provision.
Those attending also considered the potential challenges for implementing the Code, including the timetable for training and delivery, overcoming the barriers to effective service delivery and providing the necessary funding and governance to drive change - as well as its likely impact on the inspection of ALN provision.
